If it's one or t`other, I'd say we're born to love, however, I think there's a fight or flight self-protection mechanism in all of us from the start whereby we are wary of those we're not yet sure of or safe being around and that CAN turn into a form of hate and then, to have someone that's already formed some stronger version of hate "teach" you to hate the things/way they do CAN influence the way YOU see things and what you end up hating. Thankfully, that never happened with me and common sense took over. I'd put a lot more thought into things than most people tend to. In as such, sometimes, I feel like I'm an alien on this planet studying the oddities you humanlings and Earthoids express and wonder why.
There was an old study I saw decades ago where a baby, about 1 or 2 years old, was shown a picture of a normal looking person's face and the baby had no aversion to it at all and possibly even liked the face enough to want to get close to it. Then, the same kid was shown a picture of a distorted or ugly face and, as soon as it saw that picture, it started crying and trying to get away from the face so, there IS SOME FORM of hatred, at least based on fear, in all of us from the start.
The bulk of my family, on both sides, were/are racists. So far, I don't think I've ever heard any racial slurs coming from any of uncles Ed, Wally or Chuce's kids or Aunt Shirley's. daughter. I've hardly ever been around Howard's kids (they live about 2000 miles from here) so, I can't say if they do. As they are uber religious, I'd have to guess they aren't. My brother and youngest ex-sister are (were: Bobby's dead), for the most part. I doubt my other ex-sister is but, it's possible. I know dad said a number of nasty things about blacks and sort of taught that shit to me but, as I've said, the more I thought about it all, the less I became that way.
In as such, I'd have to say that hate is something that CAN be learned but, it depends greatly on the student and how much of it they want to learn or believe as truth.

I'm reminded of at least one Tom & Jerry cartoon from the `40's where Tom has a kitten in his charge and is trying to teach him all about how much cats hate mice and vice versa but, the kitten quickly makes friends with Jerry and keeps, essentially, telling Tom to fuck off! Jerry is his new friend and he has a great time hanging out with him and will continue to do so, no matter how much Tom tells him not to! I've had quite a few black friends and band members, over the decades and, no matter what dad said or thought of it, I still stuck by those friendships! And, basically, when you're a kid, ANYBODY can become your good friend! It really isn't until someone TEACHES you not to like them that that becomes a problem, at least for the teacher, if not the student.

The former. Humans are born sinless. For Christians and Muslims, it’s a commandment to love one another. For Jews, it’s a mitzvah to love all the children of Israel. I can’t speak for other religions, but I haven’t heard of one that demands hate and all that I’ve known (except for Mathism and Science) teach love.
