My guess is that would depend on the method of execution. If it's lethal injection, I'm not sure their organs would be any good to someone else. If death by hanging, their organs could be good.

Maybe the best thing to do is allow them to offer their organs and then let the medical community decide if they're suitable.

There are good reasons to not allow that. The main one is that it would create an incentive for society to have more executions to increase the supply of donor organs.
