If such a device was possible, will it alert parents when their children are misbehaving? WIll it alert someone when their partner is being unfaithful? WIll it alert someone that I am so angry at the president that I wish he would have a stroke? Will it alert the police if I see a young girl and have lustful thoughts, even though I have no intention of acting on those thoughts?
This idea takes the concept of "thought police" to a much higher level, and I don't think the benefits would outweigh the negative consequences. . . if freedom has any currency for you.

No amount of "probability" can ever be taken as "certainty".
Otherwise governments would be jailing everyone for a day a year for the "probability" they have committed a crime.
That's why "reading thoughts" is pointless as it doesn't always translate into actions. You may spot a nice looking ass across the street. Doesn't mean you're going to talk , stalk, or rape it.
You are still stuck in the school boy books, and don't understand that "thoughts" are only a small part of the overall mental process.
Well that has a lot of cons but only a pro which is the one you mentioned. However if it was good to prevent crimes I would be for it.

no... because the calculation of those probabilities will be biased and also very subjective not only by definition itself, but also when you implement them and define parameters for what constitutes a "possible probability"
that's what dictators do most of the times... they will either jail or execute those who they feel are more likely to go against them, lol
If you can thrown in prison for crimes you haven't committed yet, NOBODY is safe.
