Should alcohol consumption (and sale) be restricted and only sold from 7am to 1030pm daily?

This is already done in Singapore where the consumption of alcohol outside of legal bars, clubs and private residence is restricted after 1030pm. Convenience stores and supermarkets are not allowed to sell alcohol to ANYONE after 1030pm. This lowers the risk of one getting into a drunken stupor and causing unnecessary trouble. After the clock strikes 10:30, patrons at drinking establishments will also be unable to take away (bring home) any left-over bottles of alcohol.

“Under the new Bill, the consumption of liquor in public places will not be allowed from 10.30pm to 7.00am every day. Similarly, the retail sale hours for take-away liquor will also end at 10.30pm throughout Singapore, the same time as the restriction on the consumption of liquor in public places.” - MHA Singapore
