Was my state joking or was the voting office lazy?

My state has a law that makes early voting illegal unless you have a justifiable reason you can't do it on voting day.

For example, my mom is getting knee surgery soon and I will need to stay home to help her during recovery. Therefore I can't go and vote on voting day.

Likewise my mom can't either. To still be able to vote we did so two days ago. We showed up at the county office with all necessary documents.

There was nothing they asked us about why we were seeking to vote early. They asked if we were registering to vote or voting. That was it, they didn't care why we decided to do it early.

Was my state joking or was the voting office lazy?
