In my city alone, over 10,000 participants were counted in more than one ride, and most were ordinary women, not outstanding in either a positive or negative way, though many were extraordinarily beautiful. And along the route of several miles, many watching women were flashing their boobs.
As for illegal, it is permitted and city police actually clear the route for the riders. And in addition to many areas not forbidding it, many cities and states actually specifically allow it.
