As a landlord, from Granddad onward... I rented my first farm house at 13 years old. Anyway, it is not as easy as I would like it to be since over government intrusion into the affairs of Rental Market via COVID.

Basically, I can not do shit anymore. In case where there was clear lease violation, such as you described plus Pits etc, the Case could be processed through Court in 90 days and re-rented. It is closer to 6 months now... and some F-in government rent program and the liberal counsel will try to file appeal and get that resident in their System...

To be frank I have told my residents, in your situation, to hold tight and finish your Lease. I will transition you into a better Area... you honor your part and I will honor mine. Now these ones I'm describing were needles on the ground and gunshots in the day 4 years ago with molotof cocktail incidents... and it was not 4th of July !!!

It is cleaned out now and rents are tripled from original purchase rates. The point being i am not a slum lord and i have transitioned those who do what they say out while transitioning others in who are like WOW !!! I'll never be able to find built in microwave, new floors etc in this area... Some three years and settled in.-I'm expecting 7-10 year residents there as the 10 acre City space cleans up. And the Boyz were/are not happy as I have had gunshots through two of my Buildings. But now, I'm the good landlord and the NeighborHood protects me... and thats in USA!!!

Landlord is absolutely the right answer.

If she really wants to escalate, most jurisdictions have ordinances about music after and between certain hours so she could call the cops.

The difficult one may be the weed. If it's legal there and that person is smoking in their space and it's just a case of bad construction, that's going to be rough to solve.

Yeah, in the case of the grass, it's more of a situation of trying to keep it out of her place, too. I don't see how she could stop her neighbor from smoking it unless the contract states it's not to be smoked in that dwelling or if it's illegal and the cops can be brought in. I don't use it but, support legalization so, if it were me dealing with this, I'd prefer not to get the cops involved, UNLESS she became a major asshole about it! Like, someone asks her nicely to stop or at least do something to keep it from going to others' apartments and she does just the opposite to piss everyone off. THEN the cops are gonna get involved!!

As far as the weed, your friend would do well to befriend a handyman to work through her place for leaks and drafts. That'll help keep the weed smell out.

Order several bottles of Fart spray online. It smells like rotten eggs/sewage. Get creative and get the smell upstairs when they start causing problems.

Look up what an escrow account is. Basically you are still paying your rent but the landlord doesn't get it until they fulfill requirements that you set forth. It's better than just withholding payment because then they can evict you. Most small hold landlords can't afford to go too long without receiving their rents, as evidenced by the number of landlords put out of business by government fiat during the moratorium on private dproperty rights during the plandemic.

Basically be the biggest pain in the ass as they can be. Be a bigger asshole and make their life hell.
