
This is a common perception where I live. Oftentimes I give lifts to a secretary that's older than me but has not yet gotten her driving license yet. This earned some cattiness from other town hall employees.
To be honest, I do think that unless you live in a big city, not being able to drive is a huge limitation and forces you to depend on others for where public transportation and walking can't get you.
My wife herself got her driving license somewhat late (around age 25) because she could no longer rely on public transportation and me to drive her to different places every day.
