One of the companies I work with is a tech company, and I'm the specialist for international hiring; so, I'll explain the reason behind this.
First, sponsoring a visa can be costly; so, international hires may be let go before local citizens. Many of the big tech companies, including Google, had a stated bias toward the hiring of international workers, and India is a huge source of this. To remedy this, it would make sense that a large portion of layoffs would come from this demographic as the need has severely declined.
Lastly, as technology has improved, many of the entry level engineering/ date science have been made redundant.

I have not heard about this. If it's happening in significant numbers, my guess is that it's no longer profitable to keep them on. Either there is no longer a "shortage" of American workers, or the salaries of foreign workers approached the salary of American workers.
I put "shortage" in quotes because shortages tend to disappear if you pay enough. Or you can simply import workers at a lower salary.
It's also possible there have been changes in the laws that made hiring foreign workers less desirable.
I know in the 90s some companies were very active in hiring Indian engineers and programmers. They were lobbying Congress to relax the rules on imports. Intel was one of them. I worked for an Intel spinoff that was around 30-40% Indian Engineers.

Because they come here with no respect for our culture, get filthy rich, then what do they do? They take that money and go back to their native India and live like lords, instead of putting that money back into the American economy.
Well the first thing a company does to reduce cost is reduce the workforce. Its probably easier to get rid of indian and Pakistani workers. The reason you employ indian, Chinese and Pakistani workers is that they are cheaper but the next wave of automation is making a lot of jobs redundant, so these workers were probably not needed.
