If you were to spotted a child taking a bar of candy or a piece of candy in the store what would you do?

I'd probably walk over to them and say something like, "I was going to pick that up off the floor and put it back too! Great job!" Gives them the change to back out gracefully and save face while letting them know that they were seen.

Depends on how old (10 and younger), I’d probably just add it on the tab if I’m being charitable. Other than that I’d probably just do nothing aside from laugh to myself.

Nothing that’s the parents responsibility. When I was a kid I took a candy bar. It’s really not a big deal as long as it doesn’t turn into other things.
