I can explain Japan and China, there is a history of earth quakes in their countries so they need materials to build earth quake resistant buildings. When my parents were kids, they had an earthquake in the country an average of once every 10 years and one led to regional devastation which caused the government to capture thousands of native pandas and import them to a safer area where they could eat more nutritious food.

America once had a thriving steel industry. Over the last 30 years steel was imported from China. President Trump reversed the trend and tried to bring the steel industry back. I knew somebody who ran a machine shop and he told me that the steel mills they bought their steel from was American and their business was beginning to thrive again. Then 2 years ago the current administration wanted to start importing chinese steel sgain ;
