I don't understand the question. There were lots of laws regarding slavery, which varied by state and time.

The importation of slaves was almost entirely before the US existed. The slaves in the US were "legacy" slaves that were inherited from the British, French and Spanish. There were very few, if any, slaves imported into the US. In some cases slavery was forced on the colonies even when they didn't want it.

Were they legal in some states? Yes, but for the most part importation was not legal.

Was it required? The only case I know of where it was required was Georgia when the British demanded that it be legal.

Anyway, Slave laws were a thing in the USA.

They are called "Slave Codes" and very much existed.
