good and evil is subjective and based on different perspectives
there's no truly objective definition of evil or evil actions as it can be interpreted differently based on circumstances. those don't follow the law or a religion aren't necessarily evil
for example, a broke single mother stealing food from the groceries to feed her hungry children. is this evil or not?
while no one has to agree with the methods and outcomes of people who are "evil" there's using an understandable reason as to why that person is "evil"
rapists were likely to have been raped in the past themselves. school shooters were mostly victims of incessant bullying. suicide bombers lived such shit lives they had nothing left to lose.
almost every supervillain out there in media and entertainment has an origin story that from their POV they are the good guys fighting against superheroes who uphold the status quo that promotes "evil"
Joker was neglected, dismissed, made fun of and ultimately became the monster society wanted him to be. Magneto fought against discrimination of mutants only to get pushback so he "pushed" back. Loki actually tried to stop his people's greatest enemies and Thor stood in his way. Thanos sought to fix the injustices of the universe only to be thwarted by the Avengers
meanwhile the superheroes don't actually fight for anything except fight against the supervillains. they don't fight against discrimination or use their powers to actually make notable changes to the world. supervillains see the injustices and actually try to change the world whether you agree with them or not
the more Batman lets Joker live, the more Joker lets Batman know that his need to uphold the status quo leads to him causing more destruction. the more the X-Men stop Magneto's plans, the more he reminds them of how much the humans hate mutants and want them extinct. the more Thor protects the enemy Frost Giants from Loki, the Frost Giants are able to continue plotting against Asgard
so really at the end of the day, "evil" has its reasons for existing and sometimes good people really aren't as good as they'd like to advertise even if they are following the law
A lot of it has to do with their upbringing. A child being around abusive parents can turn a child evil, but also, a child having parents give them everything and never teaching them discipline, letting them get away with everything.
From my experience, narcissists are the worse of them. They don't care who they hurt. Consequences don't exist to them. A lot of the criminals on crime shows are narcissists or sociopaths, and most people think they are safe and these things will never happen to them. I lived with a narcissist last year, and she was perfectly capable of murder. It's so amazing though how these kinds of people have no guilty conscience.

While people are ultimately responsible for the decisions they make in regards to others as adults as long as they are sane enough to understand the difference between objectively right versus objectively wrong, I really don’t believe that most people are just born abusive and evil either. The willingness to be that way in the first place at all is usually fostered in childhood and youth through years of exposure to traumatizing abuse, bad influences, and neglect under shitty parents and/or guardians who keep normalizing that sort of behavior, rather than acknowledging it as wrong.

There's an incredibly well-researched and well-written book on why people choose to do evil things like Osama-level evil. Without going into too much detail of what I did for a living, suffice to say if I say it's accurate in the reasons people choose to do things, I say it's accurate because it matches up with the actual "evil people" i've met over the years.
The book is called Becoming Evil by James Waller and I cannot recommend it enough. If you can't go actually talk to a terrorist this is the closest you're going to come to understanding what's going on in their lives/minds.
I am also a Crime docco addict , and this subject I find absolutely fascinating , Are some born evil? And why can you have 3 siblings from an horrendous up bringing and have 3 different outcomes? I think environmental outcomes are the most prevenient , which is pretty much why we got rid of " Boys homes " , sexual abuse , and simply a college for crime , yet it appears that there are some who are simply born evil , no empathy and think nothing of crime or murder.
Its a hot topic , and its a hard question to answer.

Some people are born psychopaths, or without a conscience. Those are probably the ones you're referring to, where the parents say their child was never right.
Who is truly evil? Serial killers, for sure. Not so sure about all the rest who are just nasty, immoral, selfish.
I am not sure.. because like why are most serial killers white males? It makes me think it has less to do with being born that way and more to do with how they were raised/socialized and them thinking they are better than everyone else. Which they can't fathom the fact that everyone else can't see it so it makes them murderous 🤣🤣
Both there are people who are that way but more often it is the ones with to much emotion or who never finish growing up Thier emotions.
Pubic health needs to get every one it is the ones who fall in the cracks that become school shooters.

some possible... that is... they are born with some developmental abnormalities that warp their view of life. combine with abuses in life and difficulty of parents raising them, even if they are good parents, and they become evil. I don't know of a single example, but I'm sure it's possible.
most are not and are made. Children start out as determining what is good/bad and go from there. The filter can get messed up real easily.
i don't think anyone's born inherently evil except maybe psychos, but your childhood is the thing that shapes you, so it's a classic nature vs nurture debate but again, you have to take accountability for your actions outside of your circumstances unless in dire cases
In some cases they are born being a sociopath. In most cases it if from growing uo in a bad environment. I knew a guy who married a woman that had three kids from 3 different guys and one of the kids was just bad. He could tell right away there was someting wrong with the kid. They all grew up in the same environment but one kid was just bad.
Well years ago I would have said no. But nowadays people claim to be born in different bodies, to which they say they’re not. So if I believe that then I have to believe the possibility of everything else someone claims. I mean that would make sense right if you believe one group why not the others when there’s no scientific proof? Dudes coming out saying they were born sexually attracted to kids, animals, etc.
Well school shootings can seem evil but the truth is some of the time the kids is probably drowning in negative thoughts and memories of mistreatment.
But put this way, people aren't born shy. It's the forming of their self image that causes it and the self image is formed by the parents or environment. Shyness is a symptom of mistreatment. Even if it is mundane treatment that isn't labeled mistreatment.
After reading books and from my personal experience I believe people are born that way... This could explain survivors of childhood abuse that turn out to be normal and even forgive their abusers and others who start participating in the same cycle of abuse if not worse but I have to say that the environment also plays a role in that.
I don't think people are born evil they are molded by the environment they are in and the circumstances they face.
But that doesn't mean they are not at fault, when faced with these situations people make choices, the ones that tend to choose the wrong way or the bad way to get things done become evil.
Naaah, don't think that's a thing, no one comes on this earth born evil. Something happens that is evil to us... we gonna call evil. But to be born evil... that's just very unlikely.
I think they are mostly a product of their life experiences. Take for instance, Charles Manson, put him in a loving home growing up and I am sure he would have turned out differently.
Some people are born with evil inclinations, but I'd imagine most become evil due to mistreatment or neglect. But in the same way someone can have anger management issues, or be inclined towards anger (due to chemical imbalances in the brain), someone can be born in such a way that can incline them towards evil. But it seems incredibly rare.

Some people are born with slightly different brains. They may be pushed towards evil as a result of their life experiences. So the answer is, both.

I think arguments can be made for both. Because some people are brought up in toxic environments and still rise above it. And some people are born into nurturing, loving environments and still turn out bad.
