I don't think "blame" applies to entire nations and cultures. At different points in history, technological and military superiority has been in different areas. For a large fraction of the time China was the most advanced / powerful civilization - but they were generally fairly limited in their desire for conquest relative to some expansionist empires.

Hittites, Grece, Rome, Mongols, the Arab world, Byzantium, then Europe. Europe, and in particular England was the first to rise to global power once technology was sufficiently advanced to allow a global empire - but presumably there will be others.

Well depends largely on what you mean. There are 55 different ethnic groups in China all of whom were conquered by the Han who colonised that territory. Taiwan for instance was colonised by the Han Chinese taken from the now minority Taiwanese aborigines.

The history of China is not unlike the history of the Americas or Russian conquest and colonisation east all the way to siberia.
