I think BOTH can be racist to be honest. If you look at East Asia for example, they barely have any minorities, and for this reason a lot of them are incredibly ignorant and distrustful of people who don't look like them, and there is clearly this sense of racial and cultural superiority.
At the same time however, people in multi-racial societies, are often exposed to the problems that minorities cause. As you can see from places like the US and South Africa, and even places like Lebanon or the Balkans, which are homogenous but still have different religions and ethnic groups, certain groups will eventually start to strive for more control and power, leading to riots and civil war.
So I think both breed racism. But the key difference between White Nationalism and black nationalism, is that White Nationalism breeds success, black nationalism breeds failure.
I believe the exact opposite. I believe more exposure to other cultures leads to more understanding, more understanding leads to more respect, and more respect means less racism. And while you might see racism more when there are new immigrants, the racists were always racist and would have acted out their racism at any point of seeing a person of a different culture. But, after enough exposure and actually getting to know the immigrants, people tend to grow more accepting until they are just another part of the society. Just look at Italian immigrants to New York in the early 1900's, the Irish to New England, black people in the south and the Latinx community in the southwest, yes there was extreme racist practices at first, but they've become accepted parts of society and in some cases are even the majority in some of these areas. There is still racism of course, don't get me wrong, but what I've noticed that all racists have in common, is that they isolate themselves from anyone that's different from them, because if they didn't, they'd learn that their beliefs aren't true and they might actually grow to accept and even befriend people that aren't like them.

when people of different races and ethnicities get together it can cause friction. it doesn't mean immigration shouldn't exist. it means we as people should learn to accept people who appear different from each other and find our common bonds (which outnumber our differences exponentially)

I think people that are less intelligent and less competitive will always be mad about their situation and make up excuses as to why they think they are oppressed. If Whites migrate to Sub-Saharan Africa and find all sorts of natural resources, develop them, and market them to the world economy, employ the locals in White formed corporations and over all improve their quality of life by developing infrastructure like roads, bridges, rails, electric systems, hospitals, and schools the local Blacks will say they are oppressed and that the Whites are racist colonizers stealing all their resources. no i don't agree. because there's a few mechanisms in place that will create xenophobia. i reject to use the word "racism" as the overarching concept for what we're talking about, cause it's not the main mechanism. it's a sub mechanism.
so here's how you create xenophobia:
1: pupulation proportions. get so much immigration going, that the "native" population get the feeling of getting less in number compared to the immigrants. that can be achieved by rising the percentage of immigrants in an area by around 20% in let's say 5 years. this aren't the factually correct numbers but conceptually this works to create or increase xenophobia.
2. Create wellfare for immigrants that you do not grant to the native population. like create suppost payments for the immigrants that the native population is not entiteled to. that will create a sense of "unfairness" in the native population and that will creates or increase xenophobia
3. do not bureaucratically track immigration, so when immigrants commit crimes, the legal system doesn't have a way to controll this, cause there's no id and no way to attach a crime to a person. that will increase crime rates and thus xenophobia.
4: choose immigrants from a war torn nation to increase the effect mentioned in 3, cause they're more likely to commit crimes.
5: have no mechanism for integration. no communal contact plattforms where native inhabitants can get to know the immigrants and make them have separate living areas. that facilitates subcultures and inhibits integration even more, which increases xenophobia.
6: choose immigrants with world views/religions that are as different as possible as the ones from the native population. that creates a devide that facilitates xenophobia.
ok i'm done listing things. there's probably even more but those are the first ones i can list of the top of my head. you know how i know these mechanisms? well having a degree in social science helps but also my country (germany) is doing these exact things and it works perfectly. and if you really wanna create social unrest, you label those who become more xenophobic as a consequence from political decisions something bad (lets say racist), so you even rile up the native population against each other.
oh yeah. people having different ethnicity would be point 7. because having the people easily identifiable visually helps with the xenophobia. so as i said. it's a "sub mechanism", not the overarching theme.

well i listed all the mechanisms. and sure this is one of many. but it also largely depends on the native populations culture and the attached stereotypes. like for example you'd have an easier time integrating a japanese person into german culture than a turkish or a black person. but that's not for "racist" reasons tho. it's for cultural reasons and the attached stereotypes to these cultures.
"race" rarely matters in social science. it's mostly down to culture and attached habitual behavior that creates the difference. like to make an extreme example: a black orphan child that was rised by a white family will be accepted in a white culture better than a white orphan who was rised in a black family.
the actual mechanism behind "racism" is the fact that people are easily visually distinguishable. it's not about the race. it's about the "salience".

i didn't hear of any "attacks" recently. but it hink syrian/turkish/arab people have the worse stereotypes than black people. but the reason for that, is not their backround culture. the reason for that is that there's very few black people here so there's less exposure to that culture hence less xenophobia, which falls perfectly in line with the list i already gave :D
