This where the concept of spurgling comes in. A combination of the words sperm and burgling i. e. stealing an unsuspecting man's sperm straight from his used condom.

I do think your suggestion that women are forced to obtain semen in the back seat at car parks is a bit strong. The last price I saw was 5,000 UK pounds for the first shot and I think 1,000 for subsequent shots through their NHS. So I don't know where the Daily Mail's $30,000 is coming from. That should cover 20 shots.

Artificial insemination is less efficient than au naturale and maybe only 10% successful which implies 10 shots are needed and be 20,000 USD.

The cheap ones don't come with sterile jars, only syringes. The best ones come with a cervix cap and applicator for max efficiency and a non latex condom for collection (latex is not good for sperm apparently).

Legally it seems that if a man just hands over a jar, he is not on the hook for child support. If there is penetration then he is on the hook for child support. I don't know what the situation is if there is sex with a condom and the girl spurgles. That probably needs a court case to resolve.

Even so even if a jar is just handed it is possible the girl could claim sex happened. So I think sperm donors would be best off having a female help with the collection or at least do the deliveries so there is no question of potential child support claims.
