President Biden did not blow off the 9/11 ceremony. As usual, you are are not telling the truth. He was travelling internationally on official business and stopped at an Air Force base in Alaska and live streamed his observance from there.

Also, he was not the first sitting president to not preside over the 9/11 ceremony in New York City. In 2005 President George W. Bush marked the anniversary on the White House lawn. At least Biden could not make it because he was at a summit with other world leaders followed by an official visit in Vietnam.
