No I don´t think it´s racist considering that black kids are more likely to be bad at those subjects. As far I understand they still have to visit the classes they just don´t have to get the test. www.snopes.com/.../

But besides that I don´t think it´s racist. It´s just stupid because the test should be a proof that you learned something and if there is back check, students will probably spend even less time trying to learn it. So it gives them a degree while they don´t have the skills that the degree describes they should have.
It´s just sugarcoating the situation making something look that isn´t good.

It's racist in the sense that it's basically saying black kids are so stupid that they're going to need a pass in schools. These passes are the reasons why kids in our black communities are growing up poorly educated and normalizing 'ebonics'/'African-American vernacular' language.

Its not racist as all races will not have these requirements. But it's a nasty trick to get support from dumbasses who see this as a good thing because they lack the critical thinking skills that would alert them to the negative consequences ahead.
