The United States is a country not a race. Advertising deals are based on contracts within the legal framework of a specific country (i. e. the United States). Those the advertisers were paying for the airtime to reach a specific audience in the United States. In contrast racism is the belief that race accounts for differences in human character or ability and that a particular race is superior to others.
No idea what site this is. But it’s likely due to business contracts and such. Every new country costs money for a business to operate in. Completely reasonable and common.
One thing that used to annoy me is when I would click on flashy click bait news titles and than get told America was banning outside countries from accessing this article, this problem only happened during the late Trump years and went away when Biden got the reins.

Depends on communication law. I wanted to watch a BBC doc but it was owned by a local channel that didn’t have license to broadcast worldwide.
Local channels, the few left, are still under more laborious govt law.
