What caused it was America's response to the invasion of Kuwait by Sadam Hussain in the Gulf War. Infidel troops and bases on sacred Muslim soil. Bin Laden fresh from organising aid to the mujahadeen in Afghanistan and defeating the Soviets had proposed that the same be done against Iraq and that Muslim nations should free Kuwait. Neighbouring Muslim called for us military aid and the US set up military bases, when Sadam was driven out the US bases stayed. Also US support for Israel.

We saw that everytime the US got involved in say the invasion of Afghanistan, invasion of Iraq and regime change in Syria and Libya it stirred up extremism in the middle east from Alqueda, the Taliban, ISIS and various iraqi insurgent groups supported by either Iran or Saudi money. And all of this served its strategic purpose to kick up a hornets nest and sow the seeds of chaos. Little to minimal US presence in the middle east and there's little to no trouble. Muslims have a thing about foreign militaries on Muslim land and non-Muslims ruling themselves in Muslim countries. You can build a mosque in western countries even right beside the 9/11 terror attacks with minimal resistance, you try to build a church, synagogue, Hindu or Buddhist temple in a Muslim country and it leads to riots, murders, buildings being burn down, bombings and possibly genocide.

Should also be mentioned that the Clinton administration was negotiating with the taliban to build a gas/oil pipeline linking cental Asia to Pakistan & India via Afghanistan.

The causes are quite well known. Lax security at airports and total unpreparedness of the US for an attack on their own soil. Lessons were learned and hopefully they won't be forgotten soon. As the saying goes, security protocols are written in blood.
