Provide financial support via welfare benefits
Grant them employment with the promise of not firing them no matter how bad they are at it, so long as they show up
Offer no assistance and leave them to deal with it by themselves
Offer euthanasia services to those who can't afford to live

Broad brush approaches don't work with this type of problem you need to establish why each person is struggling to find work or hold down a job. For example around here public transport is lousy so if you can't drive it's impossible to get to work on time if the first bus doesn't come until 10:00.
Another problem is employers already have a large pool of good or over qualified candidates to choose from. Even low skilled low paid jobs will have graduates and people with year's of experience applying. A lot are simply out competed.
I think you need to help those who want to work but are struggling to get a job first before you deal with the lazy and unemployable.
With short-term financial assistance and longer-term employment assistance. Homeless people living on the street are a bigger drain on resources than just sticking someone in a bureaucratic niche for their employed life would be.
