Article I, Section 8 of the United States Constitution states Congress shall have power to provide for calling forth the militia to execute the laws of the union. So if congress decides to do so, U. S. citizens and immigrant non-citizens who are between the ages of 18 and 25 can be called to active duty under the general draft according to Selective Service regulations in addition to people with special skills in various sectors (i. e. healthcare). Current maximum enlistment age is 42 in the Air Force/Space Force, but age ranges for drafts can be bumped up with an act of congress if there is a need. American industry can also be mobilized under the Defense Production Act for civil defense and war mobilization efforts. The entire American economy can be controlled by the President to prioritize critical materials and workforce effort to prioritize national defense. If a catastrophe were to happen, then it gets even more extreme under FEMA regulations.

Yes, though the pace of warfare is such that it likely wouldn't matter. More importantly, we would not be able to commit such a massive amount of our industry to wartime production like we did in WW2, and despite the fact we aren't supposed to be, we are dependent on trade with foreign countries to supply vital materials for producing significant chunks of our military equipment that also can't just be replaced quickly.
It certainly could be. But maybe they could give all the mooching illegal immigrants a job in the army. That would amount to millions.
