FDR was considered a good president and he was confined to a wheelchair.

Unfortunately we have a president that has a lot of trouble doing both. His handlers have been effective keeping sandbags away from him and he boards Air Force one in the rear entrance that has a shorter ladder. Other that limiting his personal appearances there is not much they can do about his senility.
