By definition a government can't do illegal acts as they are the ones who interpret and uphold the law. Sometimes a person will get scapegoated by that government though when the public no longer supports it's actions, like Major North for Iran-Contra, or more recently the regional recruiters being fired in Ukraine for corruption.
I mean, they're blowing through the Marine Corps budget for a war, though most of the funding is to preserve their civil affairs. It also depends on if you're talking about the federal, state, or local level. The extent of a cover-up, or how radical something can get vary on all those.
I saw some insanity during the Katrina recovery, which was a national level response. By the time it went down to state and local level, the crazy money, events, and corruption stepped down with each step.

America, has done plenty illegal stuff.
Every government has done or is still doing some or other illegal stuff.
Corruption and Governments go hand in hand.
Wouldn't it be a utopian state if everyone was wise enough to carry on their duties? But instead we see a chaotic state everywhere.All the time. It would be easier to list the legal things the current administration has done.
Yes and no. They violate the constitution all the time, except our constitution has a clause in it that its forbidden to judge if something is constitutional. So in reality we have no true rights here.
I am from Turkey. Many people in parliament have been accused of drug and human trafficking for years; however, they are all on the side of the government party, and you know how the things go...🤣🤣🤣

Yeah, in 1861 the South seceded from the United States. It wasn't illegal in the Constitution of 1787 to do that. But Lincoln said it was and invaded the South. The they changed the Constitution to make it illegal. BUT it WAS States Rights!
Governments make their own rules, so can legalize anything your want or make anything you want illegal. Not only has my government broken their own rules, but they do immoral, unjust, unfair things all the time.
