if you had $1,000 cash would you be able to post a $1,000 bond? How would you pay your rent? How would you pay your car payment? How would you pay your utilities?

That has nothing to do with it. What if your $1,000 cash is from that month's income? Someone who has X amount of cash can't pay a bond for that same amount of money.
