America's problem ultimately come from far too much centralized power otherwise we would have tried 50+ different solutions and found ones that work or at least didn't create the domestic problem in the first place.
Instead with one arrogant set of leaders effectively incapable of implementing any solution either because they are too institutionally compromised (too far form the issue to see what they are doing), or have too many other issues to run one to ever really care about any one of them.
Either way nobody is consistently both inclined and free to address any real domestic issue.
This of course is not whats in our constitution, the framers were not soo foolish as to support such a system even when it was more manageable among a east coast population of just 4 million.
This situation is the result of effectively unaccountable power grabs which cannot be contained due to the fact that the only people currently allowed to define and enforce it are hand picked by the very federal politicians least interested in it being enforced.
As @purplepoppy says it’s about combatting a completely polarised society, those with extremist view being able to use every media platform to push their views. Also the idea of free elections is that the people can vote for who they want, how do you get past 80 million v 74 million votes? Those are votes by the people. Maybe restrict how much money is allowed to be spent on an election, make it simpler for other party types to stand, make it very transparent all the way through the process.
Put an age limit of 70 on all government positions, you hit 70 you go, that will a huge reduction on what each person can spend to get elected at all levels of state and national levels.
At present it will only get worse as kids have to chose between who they support, purple or magenta

You do of course realise that you can't be in favour of both a "Libertarian America" and a theocratic one. The two are mutually exclusive, because under a theocracy there would be no personal freedom at all.

Although it can be tempting to wipe the slate clean and start over from scratch, that is actually pretty much never a good idea.
Because you would not only be throwing away the bad parts. You would be throwing away the good parts too. And that is simply not effective.
The path to success in any endeavour is this:
You figure out what you want to discard. And then you figure out what you want to keep. And then you only discard the first stuff.
If you keep doing this, over time, whatever it is you are doing will get better and better.

The USA is corrupt because the people who wield power are corrupt, pretty much anywhere around the world. If you "re-boot America", who are you going to get to make decisions when the hearts of people are so filled with hate, greed, prejudice and apathy towards those who are without resources?
It's estimated that humans have been around anywhere from 100,000 years or more. We still haven't got passed skin color! Skin color! If you re-boot, who will be the leaders? Christian Nationalists? Extremist right or left wingers? Will minorities have a voice and freedoms? Will the TRUTH about history finally be told and acknowledged? Even if honest and honorable leaders are found, will the theocrats be satisfied to live in a non-theocracy? They're not now, but they're the minority.
Constitutional amendment that redistricting must be done by a bipartisan group of cartographers who can only take into account population, not voting patterns, race, socio-economic status, etc. Gerrymandering has led to too many "safe" congressional seats.
Change house of representative terms to 4 years, so they're not running for re-election for half of the terms. Every year 1/4 of the house is up for election. Term limits: 2 consecutive terms for senators and 3 for house.
The candidate for the four biggest political parties automatically get into presidential debates and on state ballots.
I don't know about the term limits; which is worse: running for re-election or legislating to get a really well paying job when you have to leave?

I'd suggest instant runoff voting for nationwide positions like President (second place, as in the one who would have won if the president hadn't been on a the ballot, becomes vice president). Small states have enough power in the Senate.

If you're suggesting voting for people who won't just hand out tax cuts to the rich and will pass laws or constitutional amendments to get money out of politics, require supreme court justices to have been confirmed with at least 60 votes in the senate (preferably retroactively), and hold them to strict codes of conduct, have at it!
We need to rid corrupt politicians and make pacs and super pacs illegal. They should not be allowed to be legally bribed by billionaires and big corporations.
We also need to have more than two parties that control everything, no life term for judges, shorter terms overall. We don't need to overthrow anything. That's what you're saying by reboot in my opinion. That just causes chaos which we don't need.
If you rebooted the right would demand it's rebuilt in their image and the left the same. I think America needs to do more to combat polarization and the unproportional influence of extremists. It would also do well to scrape the Constitution.
Was "scrape" a typo, and you actually meant "scrap"? Scrape of course means to trim down, get rid of excess, or remove the outer layers, while scrap is to do away with completely. I don't think scrapping it would be such a good idea, although it could do with some scraping (ex. the ridiculous Second Amendment).

I don't know, but I wonder if whatever you mean by "too late" includes the physical survival of the base remnants. I am at least hopeful that at worst-case America may die but a base remnant population from it and Western civilization as a whole may still be alive.
Otherwise, we might just have to ride it out whether the outcome, while still defending and protecting ourselves from whatever harm it might bring.

And they have dutifully used their leverage to freeze our preparations long enough for Putin to make gains while telling us to want peace. Unless you are comfortable with being a slave it is unrealistic to expect bullies to stop at anything short of that. They have to be stopped.

The elites of the time gathered in Philadelphia without the mandate of either the state governments or Congress and adopted the Constitution. There was no legal mechanism for this. In other words, it was a coup by the aristocracy designed to restore order. If you read the Federalist Papers and other contemporary sources you will find that most of the founders were intensely anti-democratic. They designed a system to balance oligarchic/elite power in Congress with strong executive (i. e., monarchic) power that would be installed via democratic votes of each state in the Presidency. The idea was to have the president protect the common people from the elites.
Washington entered power and ruled very much like a king with almost universal support. One could argue Jackson did the same in response to an unaccountable central bank, Lincoln did the same during the crisis of the Civil War, and FDR did the same during the financial crisis of his time. In fact, FDR warned Congress that if they attempted to interfere with the workings of the Administration via law, he viewed it as his Constitutional duty to ignore them. Since then we have been ruled by an oligarchy that inhabits the skin suit of a republic. With the vast majority of wealth concentrated within this oligarchy and laws they have put in place to discourage any truly independent candidates for office, there is almost zero chance of being able to displace it procedurally. This is no surprise as even the Greeks understood that only monarchical (i. e., executive) power can break an oligarchy.

The managerial elites that dominate the West are not eternal. No ruling class is eternal.

I've already counseled my kids to live abroad if possible. Anyone who has studied history knows you don't want to live in the death throes of a decaying empire.
As long as we restart from the point when we had judicial review and the knowledge we had, there are so many things that could be prevented like segregation, the espionage act, the income tax amendment, the patriot act, and so many more
