I think that's a horrible idea. It's the first chapter in American helicopter-style parenting, which turns children into dependent, indecisive, helpless young adults. It's not that Europeans parents are completely immune to helicoptering, but I have yet to see a child on a leash!

It may look cruel, but its really effective and the parent can feel safe having her kid secured, espacially in crowded places or close to dangerous places like rivers, streets...
Safer than the kid running away. I leash my kids sometimes if we are out in public or taking a walk
It's better than the kid running into the road or getting snatched.

I think the majority of adults should be on leashes too
