Would it be wrong if I voted no on a measure that would help the homeless in my town?

I live in a small town on the oregon coast. Over the past several years, the town has been overrun with homeless people and tweakers living in tents wherever they want, and it makes our town look like a dump. The also park their broke down vehicles on the side of the road were they sit for months. I'm kind of pissed about it. We are having a local election, and one of the measures would be letting the homeless stay, and we would set up outhouses for them. Voting "no" would essentially mean kicking them all out. I'd feel kind of bad because most of them probably have no place to go. Oh, and I live with my mom, and she says that if the measure passes then it will increase her property tax, and I'd feel bad for voting yes.

Would it be wrong if I voted no on a measure that would help the homeless in my town?
