They can be, but the most dangerous folk are smart.(During their Nuremberg Trials, the IQ of Hitler's top henchmen who were in the dock were taken ;all were at least high-normal, with Ernst Kaltenbrunner's IQ reportedly close to 150, or quite gifted level.)
