I’m guessing he demanded you stop filming. It does look like you’re in the parking lot, so are still amenable to their rules. Even at municipal buildings.
i do street photography and sidewalks vs official property is not a blurry line.

  Watching that I do side with the cop. And they prob see more mental illness in a day than most psychiatrists.
