Because the Dems would lose the election if he resigned at this point. If he resigned a year ago, a candidate that could win would have been chosen. But an incumbent still has a way better chance of winning. Especially if we ramp up our military activity. A declaration of war before November would pretty much guarantee his W.

Kamala replacing him right now wouldn't really have the same incumbent effect. She isn't very popular or really too capable, and a few months of even the best leadership wouldn't trigger any kind of permanence in people's minds.

I think he is hoping to get elected and put the Democrats back in control. Then he can step down if needed. If he steps down now Trump would probably win for sure. But Truly, Joe Blow can't do another term with the failing bean he has now, and which will continue to decline.
