That's called CONDENSATION. It's water vapor - the same thing as clouds. They're usually called con-trails - trails of condensation.

The way propulsion works, whether it is propellers or jet engines, is that air gets compressed by the turning of these blades. If there is humidity in that air within a certain humidity range, then con-trails are going to be created. If you look at footage of B-17s flying from England to France and Germany on missions, you often see con-trails - yet these B-17s weren't jets and they certainly had no chemical tanks - they could barely hold a relatively small load of bombs, and they're a lot smaller planes than most people realize, especially for a crew of 10.

Of course, there are ALSO "chemicals", but they are those chemicals and elements that are the results of burning jet fuel (essentially kerosene) in a jet engine. Just as your car has an exhaust system, get engines exhaust air mixed with burned (and possibly tiny amounts of unburned) fuel. If anyone is surprised by this, I'd be really surprised. Both internal combustion and jet engines burn fuel - duh.

To imagine that these con-trails that you see are some kind of "chemical trails" just reveals your own ignorance. If, say, the government was going to release chemicals into the air, they could (and almost certainly would) do this where it wasn't visible - and that wouldn't be especially difficult to do - they could simply do it on days when atmospheric conditions were better suited for a nearly invisible spray. They certainly wouldn't have to make miles-long trails in the air that people could see from 500 miles away - that would just be idiotic.

Aircraft have had the capability to spray elements into the atmosphere since at least WWI.
Government officials have already said they plan to spray aluminum and other toxic elements in an attempt to "reflect the Sun away from the Earth" in their Climate Change efforts.
