They are portrayed that way, but witches are not evil. When the catholic church went full zealotry hunting down pagans, most of them who were hunted where in Europe which has primarily white people. the catholic church was entirely controlled by men and didn't want women having any kind of control and blamed women for their sexual urges, so they primarily targeted pagan women to torture, rape, and murder in the name of their god, and murdered the men if they didn't convert or fought back. But because of the catholic church, the slander propaganda spread via fear to the point paranoia, superstition, and telephone-effect and continued add-on via the other monotheistic sects, created the way the public views witches... which is completely innacurate.
So... yeah, the reason is the catholic church and their zealotry across Europe
Maybe cos media gets worried about the backlash if black people are depicted as evil... although I like to think the majority of us have evolved beyond such stereotyping these days.

Because way back in the day, when the evil person was white, they were precieved as culturally ambiguous.
If you showed brown person doing it then what? What if the audience starts to wonder if it's a which or a gypsy. And then it's a question of are we being accurate in the portrayal.
