First of all, its not allowed to have "life altering gender-changes" with some major exceptions. You need to wait for those until become an adult. That said, the reason they still sometimes happens is because the alternative is dead kids. Just as an example, kids can and will kill themselves for being trans and unable to change their gender.

Mental health is serious and has real consequences. Trying to minimize them or tell a kid to wait until they are 18 is simply not a good solution.
