If you agree that federal employees should not be making public endorsements, is this a free speech issue? A collective bargaining issue? Use NDAs? Is it constitutional?

For for federal contractors and employees, what should the punishment be if they do make public endorsements (if any)?

Would the prohibition on employees in contractors speech be absolute? Meaning it would apply for social media? Backyard BBQ conversations?
