No im not surprised, it’s more of a surprise that a lot of western contries voted for it. This goes back to the original Geneva vote in 2017, which is good while before the above 2021 video.

Short version, there were bits in the orginal resolution that were not agreed to, those items were not updated or removed, therefore the US rightly voted against them.
