What do you think of my idea to increase birth rates?

I would imagine if you banned all drugs (like alcohol and pot, others are already banned) the birth rate would go down. Prostitution is already banned as well. Banning porn would probably help the birth rate, but chemical castration therapy? What in the world makes you think that could INCREASE birth rates? Even after those two years are over, all that would do is sterilize some permanantly, and drastically reduce virility in others.
