I mean, you could totally force every person in their 20s to have 6 kids before 30 or else. That would likely have unintended consequences though, just like when Romania tried restricting abortion or when China forced women to have less. Many countries, especially in Europe and east Asia has tried doing. As far as I'm aware, any pro-natalist policy that has been tried has failed. Hungary, arguably Poland, has experienced somewhat of a success but nothing big at all.
I think Partially it will be a cultural change that's necessary since many people view children as an impediment and as a burden. Religion does promote having children and is a primarily reason why religious countries, such as Israel, are having 2-3+ children. An issue here is that many of the people who don't have kids are irreligious. Something that would be similarly as effective would be tacking the (Cultural) reasons why people aren't having children. For example, ever since the US opened it's companies to the global markets and got off the gold standard (thanks to the federal reserve), Americans have started to struggle financially. Many people also don't want to have children because global warming and, again, they think of children as a burden.

I would reinstitute arranged marriage for all people by age 22, and have the state pay for every kid- more for the kids from well-educated, financially successful families (a penalty for uneducated, poor families, who would otherwise be given free birth control and forced abortion).
I would do away with college from 18-22, and replace high school with a college-type education- people would be full functional adults by 18. I'd outlaw working longer than 30 hours/ week for men, and 20 hours/ week for women.
I'd also give the population pride in themselves, their culture, and their heritage. Of course all of the developed world isn't reproducing because it's costly, and they're busy working to make ends meet, but there is an added dimension in the West that is stopping people from reproducing and that's that they are taught that they're evil (if they're white), and simply existing in this unjust society is killing the planet, and is therefore (again) evil.
Give people hope by eradicating Leftism from all areas of society- have a purge of Hollywood/ entertainment, and the Universities, where all these misanthropic traitors are gassed, and buried in an ditch as a warning to any future generations.

To be honest, it is not possible as in modren world child is a liability, only a employee is an asset, so why would people have incentive in raising child for 20 years who accumulates debt.

You would have to make serious economic changes at least in Europe and the US. Children cost money to have and to raise, something like over $200,000 from 0-18 plus then college per child. Most couples are saving and working until they are 30 b4 they feel secure enough to start having kids. Then you add the low wages, thar both partners have to work to support the household, cost of health insurance, schooling, cost of food, , cost of rent/mortgage and that currently so many Americans are one bad month away from living on the street. If you can subsidise families with more than 4 kids or reduce those costs to encourage people that may help but forcing religion, banning birth control, forced pregnancy, outlawing abortion, stopping women from going to college or banning sex education in schools isn't really going to help.
I don´t think it´s a good idea to increase the birth rates because there are already way too many people on earth that get older and older. Overpopulation wouldn´t be much of a problem if people only got 60 years older but the life expectancy in Europe is about 80+ for women and about 78 for men and it´s getting higher and higher.
Generally speaking it would be better for pension system because currently it´s developing in a system where there are more old people that need a pension than young people that could pay for the system. So that the current young generation might have no money left when they get retired and they might need to work until death.
So to answer your question I would say it´s necessary to create a child friendly society because the current isn´t at least not in Germany.
