It's a UK term. It used to be called council housing but it now incorporates part of the private sector. It's a way of renting a home that's cheaper than going through private landlords and in theory is supposed to be for those on low income.
The problem with it is houses are assigned by need and so it's actually very difficult to get one unless youve got 5 kids and no job. The estates often have a bad reputation for crime particularly antisocial behaviour and the private run one's a reputation for being poorly maintained by the landlords.
The good points are the houses are not only cheaper than private rents but often bigger and you're free to decorate them as you wish or have pets. Unlike private renting your tenancy is a lot more secure and rents aren't going to suddenly skyrocket.
There tends to be a lot of anger in the UK from people who feel they're stuck in an expensive grotty one bed flat above a shop despite having a good job while big houses are given to the unemployable and layabouts.
