Maturity is a state where a person have Experienced Something of "Experienced Life " enough in a general sense that most things in life don't surprise or excite him. Maturity is a State of "Insensitivity due to Overstimulation of sufficient stimulation."
A person can be :
Physical maturity? Not by a long shot. Mental maturity, yes. When your mental development progresses it means you become wiser and more able to understand things. In my opinion that is intelligence, and what can be gained through mental development/maturity.

No, maturity correlates with wisdom which is not the same thing as intelligence. Immature people can have varying forms of intelligence, they just express the immaturity in different ways.
