Because he wasn't an extremist and believed in separation of church and state. He banned the wearing of headscarves and universities. He protected historic landmarks and cared about tourism. He didn't oppress Alawites, Christians and Druze. He was a moderate Muslim. He mostly targeted Muslims with radical ideology who wanted Sharia Law and to turn people into an Islamic republic. A lot of people also respected him because he didn't allow Syria to become a US puppet like some of his neighbors.
