Is it okay to oggle someone at nudist beach if they're covered in tattoos?

I know normally the etiquette on oggling is definitely "NO", but what if the person is covered in tattoos? I've seen people like that both in person and online. In this case, it could be the tattoos you're interested in. Especially if they're in some intimate places or places that are normally covered. They could be using the nudist beach as a way to show them off and to the contrary might get offended by people NOT looking, considering they put so much time and money into them. I mean, what's the point of getting them if no one's gonna admire them?
