All these people here are going with the whole left wing thing that mass incarceration is about people being punished for minor things. Take a look at the prison pie chart. Most offenses are for violent crimes (robbery is when you threaten someone in order to take their stuff). Most drug offenses are for dealing rather than using. They actually want overcrowding so that they get more funding to build on existing/add new prisons to hold more criminals. Its a free workforce that makes them more of a profit. Thats why homeless people are going to start ending up in prison with all the new laws preventing it in cities. They want more people.

Only a small proportion of prisoners actually perform labor for things outside the prison and it is mainly low security people.
