People do not matter to the legal system but money does. Drug dealing is competition for legal drug sales. In a capitalist system nobody wants competition. If it can be avoided. Harsh punishment is thought to deter future prospective drug dealers whether or not it actually does this is open to discussion.

Well a rapist may have hurt 1 person or more but a drug dealer may have helped destroy thousands of lives. My sister died a few years ago, she was tricked into smoking meth.

Open to interpretation for the killing and circumstances. Jury and judge. Sometimes political too, maybe whoever is in government doesn't want too many incarnations.
Gender is also a factor as women generally get less jail time than men.

That's completely false. The average sentence for rape in the US is 16 years. For some offenses there is a mandatory minimum sentence, and for those the average sentence is 19+ years.

The above numbers are for all offenders, so they are artificially skewed downward by the fact that women get much shorter sentences for the same offenses.
