The discounted oil that was going to the US is now going to the EU and China. We signed 0% tariff deals with the EU this month. The vast majority of our exports to the US are oil, gas and electricity and Trump doesn't want to trade. If he doesn't want to trade then he can buy oil, gas and electricity elsewhere
