It's just a codified way to say "individual assigned female at birth acting suspiciously." It's quicker that way, kind of like "10-4, good buddy" actually means "It just took me 10 minutes to eat 4 donuts and now I'm ready for a homoerotic experience."
I understand now. At first it sounded like "female suspect" describes a man who could potentially have a vagina but still wears pants.

Police, Ambulance and Firefighters should be able to work in emergencies/urgent situations.
In those cases worrying about using correct pronouns or respecting gender identities and such shouldn't be a top priority. Fighting crimes and/or rescuing lives should be more important.
