Highly doubt it. This is akin to saying that as, litetally any, group of people increased in a city so did crime -or good acts!

Because with more people, more things happen. With an increasingly more tolerant society, racial prejudice also starts to disappear.

I rather doubt we will ever reach a point where skin colour has no meaning, but it'd be good progress if someone's name and what they do or stand for is an earlier connotation than their colouration.
