I'm guessing most/least foreign cars registered. Hawaii and California would have a lot of Toyota, Honda and other Japanese cars, while Wyoming, Montana and the Dakotas would have many American-made pickup trucks.

Well it's not the towns as those are English-sounding names, and it's not lightning as California doesn't get near as much as most MW and East Coast states. Since the "least" states all seem pretty white, I would go with diversity.
