His student visa has been revoked by the State Department. There is an official State Department deportation order for him. The federal statures clearly state that his visa can be revoked at any time by the State Department. After his visa is revoked he can be deported. He is not a student anymore. It's a legal term in every democratic country that allow a foreign national as a resident to be afforded access as a citizen to benefits such as medical care, unemployment benefits if they're part of what citizens are given, employment rights and benefits as well as legal protection from authorities. NOT the same as diplomatic immunity which is another legal status of foreign nationals.
