The trouble is that often ''force'' and ''power'' are used to dictate what ''justice'' is.

I'd soften this down to ''authority'' and ''capability.

But it still needs a counter balance such as: rebellion, disobedience, criticism...

Justice to be justice must be recognised as such. Otherwise any random person can just come murder you and your family for "justice"

If you are talking about enforcing the law, no more for than necessary to gain compliance. It is totally up to the actor how much force that may be. It could be anywhere between words to deadly force. That is up to the actor.

Yes, there are many people with different agendas. There needs to be police to enforce the laws. People need to be arrested and locked up.

Not true. Iran has problems with all its neighbours in the middle east. Israel isn't even in their boarder. They are fighting proxy wars with Saudi Arabia, sponsoring terrorism in Iraq, sponsoring terrorism in Afghanistan, sponsoring terrorism in Syria, sponsoring terrorism in gaza, sponsoring terrorism in Lebanon, sponsoring terrorism in yemen, threatening shipping in the Gulf and red sea. They've problems with turkey as well.
